Proposed 2026 Transit Service Changes
Final service change proposals based on community feedback will be published here on March 11, 2026. The TriMet Board of Directors is expected to vote on a final service plan in April.
We know you depend on us, and service cuts are always our last resort. But with costs rising about 56% in the last five years and less money coming in, we must reduce spending now to avoid more severe cuts down the road, which would affect many more riders.
In January 2026, TriMet engaged the community through open house events and an online survey, which asked riders how they would be affected by proposed cuts and changes coming to TriMet service this August. More than 8,000 people provided feedback on those original proposals, which were based on ridership data and general feedback on the service priorities we heard from riders in fall 2025:
- Preserve service as much as possible by first reducing where buses and trains run on the same route or close together.
- Keep Frequent Service lines that make our service convenient and reliable.
- Maintain transit to reach critical destinations like medical care and schools.
As a result, the original service changes we proposed in January centered on network efficiency, combining lines or reducing where lines run near others. The proposals eliminate some bus lines and move routes to maintain as much service as possible to focus our service investment where it is needed and used most. While we are keeping frequency on higher-used lines, some proposals reduce how often buses arrive at times when fewer people are riding.
We appreciate the community feedback we’ve received to help inform the future of our transit service. We will share updated service change proposals on March 11, 2026, which the TriMet Board of Directors will consider at their March and April meetings. In addition to their regular business meetings, the Board will hold a special listening session on the updated proposals on Wednesday, March 18.

Run trains only between Clackamas Town Center and Gateway Transit Center. Riders use bus lines that run between most MAX Green Line stations and Downtown Portland or transfer to MAX Blue or Red Line trains for trips between Gateway Transit Center and Downtown Portland.

Woodstock/Glisan
Eliminate Line 19 (Learn more about the Northeast Portland section of Line 19). In Southeast Portland, extend Frequent Service Line 4 to replace Line 19 on SE Milwaukie Avenue, SE Bybee Boulevard and SE Woodstock Boulevard, with new bus service on Woodstock between SE 45th and Lents Town Center. Eliminate service on SE Duke. Every other Line 4 bus runs between Downtown Portland and Lents Town Center, with buses arriving every 30 minutes, matching current Line 19 schedules.
Move Line 10 to run on SE 72nd Avenue between SE Harold and SE Flavel to serve Mt. Scott and Willamette National Cemetery, previously served by Line 19. Eliminate service on SE Harold Street and SE Foster Road between SE 72nd and SE 136th avenues. Due to lower ridership and other nearby bus lines, Line 10 buses arrive only during the morning and afternoon rush hours, with weekend service eliminated.

Eliminate Line 152 and Line 156. Extend and adjust Line 29 to replace most of both routes, serving SE International Way and Mather Road. Due to low ridership and other nearby bus lines, eliminate service on SE Lake Road between SE 34th Avenue and International Way and on SE Webster Road and SE Johnson Road. Line 31 continues to run on SE Webster. Shift Line 30 to serve SE Johnson between Highway 212 and Lake Road.
Shorten Line 34 to run between SE Tacoma/Johnson Creek Park & Ride and Oregon City Transit Center. Extend Line 40 to replace Line 34 between the Park & Ride and Clackamas Town Center, with buses arriving every 60 minutes. One morning and one afternoon weekday trip on Line 40 to Fuller Road MAX Station provides a connection between Southeast Portland and MAX Green Line, connecting Cleveland High School students with the Marshall Campus during school construction. Line 30 will shift to serve SE Johnson between highways 212 and 224.
McLoughlin/King Rd
Buses between Milwaukie and Clackamas Town Center would arrive once an hour after 8 p.m. when fewer people ride in that area.

Eliminate Line 32, with other bus lines replacing service on much of the route between Downtown Milwaukie and Clackamas Community College. Move Line 34 to replace Line 32 on SE Oatfield Road between SE Concord Road and SE 82nd Drive and adjust the route from SE Arlington Street to SE Washington Street. Eliminate service on Oatfield north of Concord and on River Road south of Concord where Frequent Service Line 33 runs nearby on SE McLoughlin Boulevard. Move Line 79 to replace Line 34 on Arlington.

Extend Line 31 to replace Line 32 between Oregon City Transit Center and Clackamas Community College. Move the route to serve SE Linn Avenue and Beavercreek Road. Move Frequent Service Line 33 off Linn to serve 7th Street and Molalla Avenue. Eliminate service on High Street due to low ridership.
North/Northeast Portland

Buses between Cully Boulevard and Swan Island would arrive every 30 minutes after 8 p.m. and once an hour after 10 p.m. when fewer people ride in that area.

Shorten Line 70 to serve only between Milwaukie and Rose Quarter Transit Center. Move Line 17 to use the Steel Bridge permanently and to replace Line 70 on NE 33rd Avenue/33rd Drive between NE Broadway and NE Sunderland Avenue. Eliminate service on NE 24th, 27th and 29th avenues. Line 17 buses arrive every 30 minutes between Rose Quarter Transit Center and the Columbia River Correctional Institution.
Adjust Frequent Service Line 8 to run on NE Dekum Street between NE 15th Avenue and the University of Oregon Northeast Portland campus, previously served by Line 17.
Move Line 77 from NE 9th Avenue to NE Grand Avenue/NE MLK Jr. Boulevard to serve more of NE Weidler Street and NE Broadway.
Parkrose
San Rafael
Combine Line 22 and Line 23, with the new Line 22 running between Gateway and Parkrose transit centers. Eliminate service on NE Rose Parkway. Buses arrive more often on weekdays on NE San Rafael Street, NE Sacramento Street and NE 148th Avenue, with added weekend service. Buses arrive less often on NE Shaver Street, NE Fremont Street and NE 141st Avenue. Frequent Service Line 87 continues to run on NE 102nd Avenue.
Woodstock/Glisan
Eliminate Line 19, with other bus lines providing service along much of the route in Southeast Portland (Learn more about the Southeast Portland section of Line 19). In Northeast Portland, Line 20 provides service along East Burnside, ¼ mile away from Line 19 along Glisan Street. MAX stations on NE 42nd, NE 60th and NE 82nd are up to a ½ mile away.

Eliminate Line 44 service between Pier Park and N. Richmond Avenue in St. Johns, with Frequent Service Line 75 buses continuing to serve that area.

Due to lower ridership, every other Line 20 bus runs between NW 24th Place and Sunset Transit Center, with buses arriving every 30 minutes.

Eliminate Line 39. Extend Line 45 to replace Line 39 on SW Terwilliger Boulevard, SW Boones Ferry Road, SW Stephenson Street and SW 35th Avenue. Eliminate Line 45 service between Hillsdale and Downtown Portland and between Washington Square and Tigard Transit Center with other bus lines serving those areas. Eliminate Line 45 weekend service and reduce weekday trips to run only during high school commute hours. Line 43 continues to provide service between Barbur Transit Center and Marquam Hill, serving SW Spring Garden Street and SW Bertha Boulevard.

Shorten and adjust Line 38 to run between Tualatin Park & Ride and Barbur Transit Center. Replace Line 38 service with Line 96 on McNary Parkway.
Hall/Greenburg

Eliminate Line 76 service between Legacy Meridian Park Hospital in Tualatin and Oregon City Transit Center and eliminate Line 153 due to low ridership.
Tualatin-Sherwood Rd
Eliminate Line 97 due to low ridership.
LIFT Paratransit
Eliminating lines 82-South Gresham, 97-Tualatin-Sherwood Rd and 153-Stafford/Salamo, as well as 76-Hall/Greenburg Rd service between Tualatin, West Linn and Oregon City, changes the LIFT boundary. These changes affect fewer than 0.5% of trips on LIFT.
Why cuts, and why now?
In July 2025, TriMet announced a $300 million annual budget gap.
Inflation has led to staggering increases in almost all the costs related to running our transit system. Costs jumped about 56% from 2019 through 2025, with prices skyrocketing for everything from tires to fuel to electricity.
On the other side, our revenue is down. The rise in remote work after the pandemic is keeping riders from returning, meaning less money coming in from fares. Adding to that is dropping payroll tax revenue due to the current economic climate in the Portland metro area and the state of Oregon. The state’s unemployment rate is the third highest in the nation. Other state and federal funding is also lagging.
We have already reduced spending by about $150 million and that’s before the larger service changes and cuts now proposed. We reduced spending mostly through cutting internal expenses, reducing staff and pausing future bus service increases. We continue to streamline our internal spending while working to increase revenue and with our partners to identify sustainable funding for public transit.
